In a significant move to foster a culture of reading among students, the Assam Government has greenlit an allocation of Rs. 259 crores for the establishment of libraries across the state. The decision was finalized during the weekly cabinet meeting, with a focus on cultivating reading habits among children and adolescents. These libraries, equipped with digital infrastructure, will be established under the 'Scheme for Special Assistance to States for Capital Investment 2023-24.'

The ambitious scheme aims to kickstart the construction of new libraries and facilitate the procurement of books, furniture, and computers with internet connectivity. The targeted areas include 2,197 village panchayats and 400 municipal wards, with an estimated expenditure of Rs 259.70 crore. The initiative seeks to provide youngsters with access to the latest literary works while ensuring connectivity with the National Digital Resources.

Simultaneously, the cabinet granted approval for the continuation of the traditional Moh-juj festival held during Magh Bihu, subject to adherence to Standard Operating Procedures (SOP). The cabinet also gave "In-principle approval" for the detailed procedure/SOP for organizing traditional buffalo and bullfights during Magh Bihu at locations like Ahatguri, Morigaon district, Nagaon district, or any other part of Assam.

The SOP is designed to guarantee the humane treatment of animals, preventing deliberate torture or cruelty during the annual Moh-juj festival—an integral aspect of Assamese cultural heritage. The move is indicative of the government's commitment to upholding cultural traditions while ensuring the well-being of animals involved in such events.

Furthermore, in a rebranding effort, the cabinet has renamed the Directorate of Char Areas Development to the 'Directorate of Minority Affairs & Char Areas, Assam.' The revised mandate includes conducting socio-economic assessments of indigenous Assamese Muslims through the Directorate of Minority Affairs and Char Areas. This holistic approach reflects the government's commitment to inclusive development and cultural preservation.

The transformative measures signal a new era for Assam, emphasizing education, cultural heritage, and minority welfare as key pillars for the state's progress.
