As per the election guidelines given by the EC, "Announcement of new projects or programmes or concessions or financial grants in any form or promises thereof or laying the foundation stone, etc, which have the effect of influencing the voters in favour of the party in power is prohibited."

Assam Chief Minister Himanta Biswa Sarma has been issued a show-cause notice by the Election Commission for violating the model code of conduct on Monday. This was because the Assam CM had promised the development of roads and other projects in the state while campaigning for Assam by-polls. The Election Commission also demanded an explanation from the Assam CM Himanta Biswa Sarma before 5 pm on Tuesday.

The notice was served after the Opposition, Congress, complained to the EC regarding violations by star campaigners. CM Sarma has been charged with announcing financial grants, schemes and development projects in his campaign speeches, which are against the Commission's guidelines.
